You think it is a good idea? So tell me how are people going to pay for all these renovations if they are out of a job? People are going hungry. They have no money. You can not get reimbursed for what you cannot pay upfront. If I have to choose between insulation and food, what do you think I will choose???

Insulation is a good idea. Are you arguing that it is a bad idea? I guess I am unclear as to your position.
Personally, I assume that people can make their own priorities when it comes to if they can afford it or not.
